Walmart family mobile powered by t mobile – Who do I owe for service I did not receive

I had an acc. With you of which I did not receive service and had was to cancel within days. However i’m receiving billing from you stating I owe you $21.81. Why am I to pay for service that I did not receive.further more you are threatening me to mess my credit up by turning this bill to a collection agency.
I have call and spoken to:-

    We have paid on 2 phones for this month.Even though phone# (206)407-5535 has been lost well over a month. If you check the usage this can be confirmed. We would like to a credit on phone#(206)407-4586 or on next month free. Please check all details, because we feel this is legitimate.
